WSRV2019 DC Version 10.0.17723 Build 17723 Role and Features Error

Clean install; Added Windows Admin Center Insider  .msi.

When i tried to install DHCP (System Center) i received the following message:

The request to add or remove features on the specified server failed.
The operation cannot be completed, because the server that you specified requires a restart.

Restart. Retry. Same Error.

Restart. Open powershell

Install-WindowsFeature DHCP

Stock Server (1706) work.

Facts
- after the error message, you can not add other roles/features until restart ( DNS Role can be installed after restart ).
-on startup, always appears "Working on updates ...."

Reinstalled from scratch, no vmware tools, no updates. Same problem.
Found 17733 version, going to check this version
