I tried build 17723.
The notepad file open dialog itself is displayed. I can not tell at a glance which folder is open.
Apparently it seems to be opening a document folder.

Hi Norio,

This issue will be fixed in the next Windows Server Insider Preview release. This issue was uncovered when the previously reported issue was fixed.
