[Windows Server Insider Preview 17713] erver Core's Notepad do not display "File open dialog"

It also occurred in the previous build including Windows Server Insider Preview 17713.
I am trying to open a file with Notepad of Semi-Annual Server Core, notepad is done without "File open dialog" appearing.
 
This phenomenon does not occur in the Windows Server Insider Preview LTSC GUI.

Hi Norio,

We are aware of this issue in the recent preview builds. The fix is being worked on and should be available in an upcoming preview build.

Hi,

Windows Server Insider Preview 17713 Server Core's Notepad display "File open dialog".

But, I can not tell at a glance which folder is open.

I've responded to the other thread you started. The fix for the missing navigation options will be in the next Windows Server Insider build.
