I use Windows Server Insider Preview 17709 Japanese.

f you run "ipconfig / registerdns" with powershell, Japanese garbled.
To be exact, Japanese is displayed while executing ipconfig / registerdns. However, it garbled after the command execution.

At the command prompt, it does not garbled.

The same is true when Japanese messages such as nslookup are displayed in PowerShell.
