Is Project Honolulu already included in 17623 or separate install?

I thought I had read that Server 2019 Preview 17623 would included Project Honolulu already baked in.  I just spun up a VM with 17623 but I don't see it.  I just wanted to confirm that I still need to download and install it separately and I'm not missing some other step to activate Honolulu or install it from the Roles/Features area, etc?

Honolulu is a separate out of band download. This is a good thing as that as newer features are added to it, you do not have to wait for the next preview build to become available.
