Yes, Windows Server 2019 does support Active Directory Lightweight Directory Services (AD LDS).
The documentation has not been updated for a good while (current AD LDS documentation), but you could give feedback to Microsoft and request hem to update it over here: https://github.com/MicrosoftDocs/feedback/issues
The only documentation I found regarding "AD LDS for Windows Server 2019" is about LDAP configuration settings over here:

@Leon LaudeHere at our company we have a AD DS (Domain Service) our developers has a application NodeJS and they want to create a new user at this AD DS using a NodeJS is this supported by a Active Directory Domain Service. I know that is possible only at AD LDS and not at AD DS.
Is there a published KB to says then that is not possible to create a user by a external application Node in a Domain Services?
Can you confirm this to help me show it for my developer that AD DS cannot accepts management form a NodeJs API, but only POWER SHEEL or MSDN API.
