Windows Explorer Right Click Menu Missing Items

Hello, I am working on a Windows 2016 Server. When I right click on the desktop, or certain drive folders and click New, I get the full context menu > Text File, Excel File, etc.


On other folders I only see the New Folder option. Why is this and how do I fix this?


I am a system administrator on my computer and have full access to all of the drives.

Might try creating a new user and logon to test.     



I used a Share to the folder location instead of referencing the drive directly, and I now see the full new context menu.
\\servername\d$\... instead of d:\...
