Virtual Machines on Windows server 2016 not activating.

I have a Host Running Windows Server 2016 Standard with Hyper V Enabled.  This issue is that the two VM's that are running on the Host cannot see the VM licenses.  Virtual machines are currently using Windows server 2016 evaluation and will not accept any license key and will not activate.  Error code received is 0xC004F069.

What product channel is the product key from? OEM / retail / volume? Also to convert an evaluation to full you can
