Server Offline Alerts

Is there anyway to setup email alerts or something similar for when my server goes offline? I am running Windows Server 2016. Thank you!

May need to script something remotely as the offline server would not be able to do anything. 

There are many scripts here you may be able to modify to suit your needs.
