Procedure for 2019 essentials on new Dell

Looking for best practice procedure for new Dell server, 2019 Essentials, from old 2008 server. Because there are only six users it's been said it may be simpler to start as new...add user.
Hopefully, someone has a process plan that is simpler than the conglomeration of links I've found so far. Like, best to join domain,
then install new version of QuickBooks? Transfer data...using Robocopy switches,
add the six users as new,
Then say, a week later, shut down the old server?

There may be 20 users on old box...would like just the six current employees

General advice was to go to 2012 first then 2019. That's a day's worth of babysitting. Un billable for me
Which is why it's been said to just make new users... That takes about 20 minutes.

I don't see why that would be necessary. Should be able to follow the links I provided. The two prerequisites to introducing the first 2019 domain controller are that domain functional level needs to be 2008 or higher and older sysvol FRS replication needs to have been migrated to DFSR
