New Server 2019 essentials replacing 2011 SBS

Looking for a recommendation on the beat approach here. The possibility of retaining all permissions on shares, home drives (roaming profiles etc).

Currently Running Windows Server 2011 SBS, 15 users, handful of shares, roaming profiles, 500gb active data, server to be decommissioned. Being replaced by Windows Server 2019 Essentials VM, 1tb raid

Never found a point of install with the option to install in migration mode. Seems like migration mode would be most beneficial but not an option as far as I could see.
