Intel Xeon E5-2620 v4 - multiplier problem maximum 1,2 GHz

I have a problem or not?
Lenovo server with E5-2620-v4 / 128 GB memory processor. Installed three virtual machines on Hyper-V.
I don't know why, but the physical machine in the CPU load test is a maximum of 57% and 1.2 GHz. You don't want to change the multiplier in the preview. All the time is 12 x 99.62MHz.
Virtual machines have a standard clock speed of 2.1GHz according to the processor specification.
Has anyone encountered such a problem?
