Dell R710 & iSCSi Synology - copy files 90GB

Has anyone encountered such a problem that copying files to Windows Server to the disk connected via iSCSi after about 30 seconds drops to a speed of e.g. 20MB / s, sometimes to 60MB / s (randomly each time) and at the very beginning it was full speed 100MB/s ?
If I do SMB disk mapping the speed is 100 MB / s and all the time it is OK Only after iSCSI does this happen I tested it on different PCs and the effect is the same?
The fault of the NAS or the correction of the network card configuration in the server? Hardware Windows Server 2019 STD, NAS Synology, networks 1Gb/s

This is what copying looks like using the TeraCopy software.

It does not have the same memory effect as when copying via Windows functions

Hmm, Microsoft would not find such a vulnerability in the system?
