Cannot edit Default Domain Policy

When I am in Group Policy I cannot edit the default domain policy.  All other ones are fine.  I can see the settings, but cannot edit it.  It is causing problems because it seems to stop the progression of group policies being applied.

 

Failed to open the Group policy object. You might not have the appropriate rights

Details: the volume for a file has been externally altered so that the opened file is no longer valid.

 

I can access the policy folder through explorer through both domain controllers so I have the rights.

I know I can use dcgpofix, but only as a last resort.  I'm not sure if Exchange will be affected when I use this.  Does anyone have any ideas?

Might check the DFS Replication event logs (on all) in case there are replication problems.
