Are CALs needed when running 3rd party software on Windows Server?

Are user/device CALs required to run 3rd party proprietary applications, such as VOIP or CRM servers that open a TCP Port for clients to connect?

 

Or do I only need user/device CALs if clients access actual Windows Server Features such as DHCP/DNS/AD?

Yes, absolutely. The Cals are for windows server access, not the 3rd party product itself.
