Accessing Network Resources With Cached Credentials

Hello. We are doing a Domain migration project and during this project we are thinking about eliminating DC's in our smaller sites to reduce cost. My question is if we were to setup Sites And Services to point the smaller sites to a datacenter that has a DC for authentication, if the WAN connection to that datacenter were to go down for some reason would users still be able to access network resources in their local site using cached credentials? being the DC in the datacenter would not be able to authenticate the users? I am trying to gather any potential issues we would have by not setting up a DC in the smaller sites before making a decision. Just looking for some advice on this approach any any potential issue that may come up.

Possibly but they could be left with no name server (DNS) which would be problematic.
