Invalid character on local application in windows server 2008

[Window2012]

A local application is compiled with VS2012, displaying certain window header with invalid character in window collapse tab bar windows server 2008 and truncating window header text. 

The application working properly in windows server 2012 OS and verified the current user locale is set to 409(En-us) in window server 2008.

Installed all VS++ redistributables 2010, 2012, 2013 and 2015.
