If you have ConfigMgr current branch, you should use it - you can integrate MDT with it if you want. If you don't have ConfigMgr, you can use MDT. Many ConfigMgr customers will also use MDT to create their Windows 10 images.

Depending on your requirements. We use for all customers ConfigMgr. You have more options with ConfigMgr and MDT is from my point of view only for OSD.

MDT=One-time deployment solution SCCM=Deployment + On-going management solution SCCM + MDT = Most robust and customizable deployment solution

now i have MDT 2013 and am  using for depoyment by create new vlan for MDT and DHCP with PC depoyment also i'm using SCCM for Patch managment and depoyment pakages.

i am going to migrate SCCM 2012 r2 to CM 1702 or CB , Shell keep MDT or Use SCCM .

so my question is remove MDT and moved to SCCM

I would remove MDT and use ConfigMgr Current Branch for OSD. Single Console for all.
