Windows taskbar blank and can not access settings

My taskbar is blank and I can not access settings in Windows 11.

I have tried the following fixes

- reinstall from iso

- delete and restart explorer (multiple times)

- changed the time

- this fix

• Step 5: Paste the following (everything in bold):
  reg delete HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\IrisService /f && shutdown -r -t 0

• Step 6: Hit enter, and then your PC should reboot. After rebooting, everything should be back to normal.

- the powershell fix (I do not have link)

nothing seems to work.

any suggestions
