I have the same issue on Windows 11 Pro Insider Preview build 25921 when installing the following update:

2023-08 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows Version Next for x64 (KB5028949)

I'm getting installation error 0x80070057, and can't get past. it.  The system keeps asking to reboot.  Never-ending cycle.

Has anyone found a fix for this? I am on Insider Preview and I thought maybe after today's update it would fix 0x80070057; it did not.
today I successfully installed version 25926 from 25921...not sure why that worked. Cleared the .NET Framework update but not something called "Windows Intelligence Update" which is now showing as not installed, but failed but at least is not asking me to restart my system which I did 20+ times yesterday

@Werner_Heisenberg

My system updated from venrsion 25921 to version 25296 yesterday. As a result the needs restart reminders went away and the newer version did install. However "Check for Updates" reports "needs attention" and the Windows Intelligence update" is grayed out butreports "Try Again" to no avail

Looks like all that gets this specific update error are signed up for insider preview without exception, where one can be as unlucky as to try unstable enviroments and small errors, looks like this is one of them and there is no help to be found.

The never ending reboot i fixed, stopped cryptographic service, windows update service and background transfer service, after those three was stopped i renamed windows/system32/catroot2 to catroot2.old and deleted all files in software destributions folder, the windows intelligence update is still under windows update and with the same error code, but non the less no more reboot, hope someone finds out if we can get the package as an x.msi or something that we can install our selves.

But besides that i have now upted out of the insider preview

Hope this helps people to not being forced to reboot all the time never the less.

And the three services you have to set them up to start automatically after you have stopped them, then after renaming the catroot2 and deleting all the files in the software destribution folder, you just have to reboot and that is fixed.

Same issue here.
Current insider build: 25926.1000 rs_prerelease

We need some updates from Microsoft.

The suggestion from 'kamankay' at https://answers.microsoft.com/en-us/windows/forum/all/windows-update-error/90e32cf8-4571-43e9-b8f8-f... worked for me.

I had Intelligence Update' showing 'Install error - 0x80070057.

@ecarill I had this problem myself, and even left a "me too" comment earlier.  But it looks like MS fixed the issue somehow.  The latest version that was erroring out during install was installed automatically at some point.  This is odd because I always install them manually.  But whatever, it's working, no nags to reboot to complete the install anymore.

Se matin je me lève et enfin la MAJ c'est fait cette nuit.
