windows 11 isn't activation

Windows 11 isn't activating it isn't saying an error code: windows reported that no product keys as found on your device error code: 0xC004F213 please can someone help. 

I have purchased the arm version from parallels- they asked me to contact Microsoft, and the support agent sent me a link to this discussion page.

Please follow the below steps to activate the windows.

• Press Win + I to launch the Settings, then go to the below location:
  Update & Security > Activation > Change product key
• Add Windows 10 Pro or Home Key, click Next, and then Activate.
• Restart the computer.
