The Default Switch is very helpful however each and every time I reboot a client it is configured with a different subnet.  Also if two machines are started at the same time they end up on different subnets.

Is there any way to configure the Default Switch so it uses a specific subnet?

Hi,
yes the purpose of the Default Switch is that the system creates a temporary route in the routing table and sets it as the Default switch's IP address
it's good for quick VM boot up and usage but if you're using Hyper-V to set up something like a server, you need to use an external vSwitch and give your guest OS an static IP address.
