I have a problem downloading Windows 11 as an ISO file and I asked support for help and they referred me here
Error code : 715-123130 and a801c803-669b-4dc7-a1ff-734918edb804

That error code is usually associated with IP-location and network you're using to access Microsoft servers to download the file.

Ive managed to download an ISO file trought downloading Media Creation Tool.

Create Windows 11 Installation Media

Click 'Download', open app and select ISO.

You can also go to Microsoft Flight Hub and find the latest ISO for you version of Windows and Download it that way as well. https://learn.microsoft.com/en-us/windows-insider/flight-hub/
