Unable to change Windows Insider Program level

Having a problem between the Windows Insider Program and Windows Updater.  When I try to make a change to my Insider Program level (intent was to change from Beta to Dev), I've got no options to make the change nor even see my current level.  What I see is psuedo error message that seems to be prompting me to run Windows update for a newer version:

When I run Windows Update there's no update.  Version is Windows 11 Pro, 22H2, build 22621.1413.  Windows tech support team says that is the most current version and they can't help me.

 

So I'm stuck...can't change my Insider level and not sure how to resolve. Ideas?

An in-place update is possible without losing settings and personal files to a higher version of the Insider channel, but remember that lowering the channel later requires a clean installation of Windows,

For security, remove the account address from the screenshot.
