Some applications continue running background processes even after you close the main window. These processes might not terminate quickly enough when Windows sends the shutdown signal.

Go to your device's settings > Apps > [App name] and look for "Force stop" or "Stop" option. Tap on it to stop the app completely.
Some applications, like word processors, spreadsheets, or graphic design tools, may have unsaved changes. The app is prompting you to save your work before closing.
Disable startup programs. Some programs might be configured to start automatically on boot. Press the Windows key + R, type "msconfig", and press Enter. Go to the "Startup" tab and uncheck any programs you don't need to start automatically.
Try this steps:
