Teredo tunelling enabled by default in Windows 11?

I thought this went away during the first couple of years of Windows 10... after a recent update to 22000.132, I've found Teredo enabled -- but I've already got native IPv6 through my ISP. Can anyone provide some insight into why this has come back and why the OS still isn't checking for IPv6 connectivity before turning this on?
