Start button sometimes does not work on Windows 10 1903 build 18999.1

Sometimes upon start-up the start button does not respond when clicked or via the keyboard start button. The only way to fix is to hard reboot.

I see you're on Insider Fast ring, try updating to build 19002.1002.

@HotCakeX Thanks for getting back to me. I'm unable to update as I'm unable to successfully restart to apply the update RE: Can't Restart or Shut down my PC- Windows 10 insider build 18999 Fast Ring - https://techcommunity.microsoft.com/t5/Windows-Insider-Program/FIXED-Can-t-Restart-or-Shut-down-my-P...

I've tried force restarting using shutdown /r /t 1 to no avail. I'm just going to admit defeat for now and roll-back to a stable build.

Hi, you're welcome,
I was stuck at the same situation and here is how I got out,

you can first sign out of the Windows and then restart, it won't get stuck anymore.

you can force restart and immediately after computer boots up, do a soft restart (from start menu) and Windows should start installing the update. (this method worked for me)

other methods are in here:
