Something is up with windows 11 and startup

well. I started up my computer today and log in and get directed to a black screen. all my startup apps start up there but nothing happens. Then half an hour later the wallpaper loads and so does the taskbar but it shows up with windows 10 taskbar and not the windows 11 taskbar. The windows button doesnt work and microsoft store doesnt start up. ive checked explorer.exe is running and ive restarted it. pls help me

Yes. I can access the settngs and update. But everytime there is a update. it updates but no fix. (but with the black screen i cant access settings)
Try uninstall the current Graphic Card driver and restart your PC and see if the problem persist?
Which One. I have AMD Radeon(TM) Vega 8 Graphics. Or the NVIDIA GeForce 1650

If yes, then uninstall the other one.
i uninstalled both. It did the same thing. Nothing. But now i have no 1650. do i just reinstall it

I believe this is an issue with the installation file.
I advise you to try reinstall the Windows.

When you insert the Windows installer file, you have an option to perform a Repair and in some case, it might fix the issue. However, in case that also failed you have to reinstall Windows and in this case, your installed programs will be removed and you have to reinstall them. Your files will be placed in a folder called Windows.old and you may recover them. However it is recommended to backup your system before preforming re-install.
where do i get the windows installer file? do I have to create a bootable usb?

Thank you for the screenshot, whenever there is an installation, Windows will create log files and you may take a look at following locations to see what caused this issue:
$windows.~bt\Sources\Panther
$windows.~bt\Sources\Rollback
Normally, it might be due to drivers, so try to uninstall your graphic card driver and try again. Make sure report this issue using Feedback Hub app too.

In general it is always good idea not to share log files in the forum because they are visible to everyone and might contain personal data. I recommend you to submit a bug report using Feedback Hub app and attach these log files too. Are you using HDD or SSD hard disk? I believe this is an issue with writing file in your hard disk. Try run the following command in the Command prompt:
