There are a few applications that do not show the snap assist options when we hover over their maximize/restore down button like Microsoft Teams, Visual Studio 2019, VS Code, Discord, etc. The snap assist should be available on all of the applications rather than on certain ones.
The video attached is an example of how the snap assist does not work. The first app is File Explorer to show that Snap Assist was working on my OS and the second app is Discord where the snap assist does not work.
