Recycle bin NOT present in windows 11,

this is the weirdest thing I have run into in my 20 years of being and using windows. I have show all hidden files and folder on.  On the root of C:\ there is no file named $RECYCLE,BIN, no matter how many times i enable and disable the recycyle.bin in desktop icons it does not appear. 

How can this be first of all and can it be recreated and if so how?
