Maximum processor state issues, P-core and E-core clock issues

Dear All,

 

My laptop is Lenovo Thinkpad P16 gen , Core i9-12950HX

Power mode: Best Performance

Performance-core Max Turbo Frequency 5.00 GHz
Efficient-core Max Turbo Frequency 3.60 GHz

 

In Window 11>Power Option>Maximum processor state>Plugged in, there are 2 issues:

-Issue 1: When i change percentage CPU performance, it only applies on E-cores, P-cores didn't apply, please view the attached photo. How to change the clock for P-cores?

-Issue 2: when i change percentage CPU below 100%, for example change to 99%, i see that Turbo Boost not working, the clock drop too much (drop from ~3.6GHz to ~1.7GHz), see attached photo:

We want to decrease the Turbo Boost clock a little bit to decrease the temperature on the laptop. Is there any way to change Turbo Boost clock of P-core and E-core?
