Local Administrator needed to run Insider Program?

Hi folks! I noticed that if one is not a local administrator on Windows 10 going to Settings will not display the Windows Insider Program. This makes kind of sense as you don't really want a regular user in this program. Question is our IT staff typically do not have local admin rights on PCs either. Can we still implement Insider for Business via GPO on 1709 even if the section is not shown? Will this work and how can we verify the settings?

I believe that as long as you have registered your domain and have applied the appropriate GPO, Local Admin shouldn't be required.  I am still PoC Windows Insider for Business in my Lab, but have been delayed with other work.  I plan to get back to this in the new year with plans to implement soon after.
