Installing KB4552455 keeps looping between downloading and installing (0x8024200d)

Hey guys:

I am on Windows build 19041.1 on the Slow Ring.  Windows Update is trying to install KB4552455 but it keeps looping between downloading and installing but never completes.  When I look at the SoftwareDistribution\ReportingEvents.log here's what I see....

I have tried just about every remedy listed on the internet including:

- Resetting WU

- Removing from Download folder and trying again

- Installing from the CAB file

It sounds like WU needs some other software to actually install this.  How can I tell what other files I might need?

can you put the code part into code snippet using post editor? it's hard to tell where the error code starts and ends.
