If the ADK is included for Insider Preview, why is it not mentioned in the Flight Hub?

I would've thought it would be integral... or does its absence indicate that there is an absence of "Assessment" during deployment and the Insider Program?

There have been requirements for ADK to be patched in the past. This all needs to be together in the Insider Program. All of these things should never get outside of the Insider Program... It should be picked up in those rings of failure.
WIP is still failing in my opinion. 20H1 instead of 19H2?
Get the Windows 10 ADK information included in the Flight Hub. There shouldn't be a reason why it is not included.
