How to add custom window layouts, tapping % px, along with snapping window edges?

Something like: WidDock, or Dell Display Manager ?

I suggest open the Feedback Hub app and share this as a suggestion. This is not available in the Windows 11.

    There is application, you could just open start and search for feedback and open this application.
