[FIXED] Can't Restart or Shut down my PC- Windows 10 insider build 18999 Fast Ring

UPDATE 10/18: We have released 20H1 Build 19002.1002, which includes a fix for the issue causing some devices to get stuck during shutdown or restart.

After upgrading to 18999 from 18995, I can't restart my computer or shut it down anymore. when I attempt to do any of them, the computer gets stuck forever in either "shutting down" or "restarting" state with the loading icon circling.

also the CPU usage goes up and I can tell it by reading the CPU temp number showin on my motherboard and CPU fans getting loud.

I have to hard reset or hard shut down by either pressing the reset button on my case or holding the power button.

the scary part is that it's not listen under the known issues in here:

anyone else having the same problem?

 

my specs:

i7 7700K

16GB RAM DDR4 3200Mhz

IGPU graphic card

SSD M.2

Please open this feedback in your Feedback hub app and from the right side **bleep** similar feedbacks to it,

also to prevent data loss, I think it's better to put our computers to sleep as much as we can instead of shut down and use OneDrive to protect important files from being lost due to sudden power losses that we have to go through.
Same here, and for me Fast Startup isn't even available since I have long ago disabled hibernation (powercfg /h off), so it IS the build the cause...

Not on that one, but on an other yes.
I will try to Enable hibernation and then disable Fast Startup? Who knows, worth trying...

Nope, at first it restarted but no shutdown after...

This from above: "will try to Enable hibernation and then disable Fast Startup" did not work.

I enabled reduced hibernation (40%) and Fast Startup was already unchecked. Restart worked, but not the shutdown after; went back to previous build for now...
Of course, it's caused by the latest update and they need to realize this and make the fix
For people who are reading this, in order to stay away from shut down and restart that are bugged, you can use sleep and hibernate, the latter is turned off by default so use this guide to turn it back on.

also note that when computer is on sleep, when power loss happens, your computer's state is lost. however when a computer is on hibernate and power loss happens, your computer's state will be intact.
because sleep saves the computer's state in RAM which is a volatile memory and requires power and electricity to retain data, while hibernate saves the computer's state into your hard disk or SSD and it does not need constant power or electricity to retain the data.

@HotCakeX Confirm. I have this problem, too. I also noticed that if after turning off the power button turn on the device and then click the shutdown and restart immediately after turning on the device works as it should.

Hi, thank you, that's very useful

so based on this new info, it looks like when we use Windows for some time, something malfunctions in the background or loads into the memory and prevents a proper shut down or restart later.

Yes I confirm this behavior too, have noticed it also.

Same issue here, SurfaceBook 2, joined the fast ring on Wednesday and updated to 18999, same issue on every restart.
