Did you try selecting normal DEV version? The one you have selected is Enterprise edition. The normal 1 may work for you

is the update showing up in update windows in the settings app? If not you can try clearing site settings or use another browser.

When looking closely it does say that some users, entities and locations are in fact banned from the service. Also, it seems like a vpn may ban you as it is not allowed. I would make sure that you are not banned in any way from those listed. If you are sure, you are not it could be a connection/server issue. If so try again in a few days.

I used to be able to download with VPN and without VPN without any problem, and now it has been about two months that this is not possible, with VPN and without VPN, it doesn't make any difference. I have tested it with all browsers and it doesn't make any difference.
