Clipboard not working in insider version of 24h2

I am currently on build 26100.1591 insider preview and the clipboard does not seem to be working. Anyone facing similar issue, I have tried all the basic steps that I know of. 

Editing GP, turning off history and turning it back on, restarting file explorer etc.

So the fix for me was...

Disable "Suggested Actions"
And then turn "Clipboard History" off and then back on.

And now my clipboard history is working.
