Can no longer use Edge and Action Center. Also, cannot use tiles.

Right now, I am unable to go to tiles.  Edge no longer works.  I cannot make use of Security or the Action Center.  I went back to a previous version of 18305 but that didn't work and am now back to 18305.1003.
