App appears in Task Manager and Volume Mixer, but doesn't actually open the window

This issue happened a few months ago, yet it got magically fixed. Yesterday, it happened again. I talked to a Microsoft Support Agent (they were very nice and respectful, kudos to them), and they said to contact Windows Insider Support or something. They then gave me a link to this forum. If you are wondering what app I am trying to launch, it is Roblox (please, just please, don't ask). I've tried multiple things, such as rebooting, messing with system configuration, contacting Roblox support (they were no help obviously), and even reinstalling Windows. I am heading to sleep now, and I hope I get a response by the time I drive my kid to his computer science class.
