Windows Updates Resetting User Timestamps

I am receiving an issue when attempting to run a GPO for removing user accounts after x amount of days, Windows Updates appear to be resetting the timestamps for user profiles so making inactive profiles appear as active profiles, currently devices are running 21H1, has anyone else had this issue and knows of solutions to resolve this?
