Windows 1803 to 1903 with Autopilot

We are planning to upgrade our laptops from 1803 to 1903. however, during the pandemic and working from the home policy; we do not have access to the laptops. We could use SCCM, but that requires users to login with a VPN which most of our users do not have! We aim to minimise the end-user involvement and make the change seamless. We do have Intune installed (Not Configured)

Can we use Autopilot to upgrade to 1903? Are there any issues with Windows 1803 and Autopilot?

Not knowing much more about your current situation but utilizing SCCM Cloud Managment Gateway (CMG) with Cloud Distribution Point and/or Co-Management with Intune you might be able to accomplish the task. This might not be directly related to Autopilot but nevertheless addresses the challenge you are facing.
