Windows Server 2019 active license offline

i have a server 2019 without internet access.

what are the possibilities to active license?

You could just connect it once to internet once for activation then disconnect it.

You may check with Microsoft TAM for more options.

You may use KMS:

In that case look for KMS option which I mentioned earlier.

However, you should keep in mind that for certain tasks like updating Windows Server, you will need to connect to internet and it is NOT possible to deploy all updates fully offline.
