WAC 2211 stopped working

I try to open WAC and it should ask for a certificate, but it doesn't, it immediately goes to "You are not authorized to view this page."  I have reinstalled version 2211 multiple times just on my local Win 10 (22H2) machine, nothing special about it.  I am a domain admin.  Does the same thing in Edge or Chrome.  No amount of clearing browser cache does anything.  Any ideas out there?

Edit: Sophos was blocking access to the page. I had to 1. turn off Sophos once, access the WAC web page and then I could turn Sophos back on with no ill effects until I updated WAC again. 2. build an exception in Sophos web control to allow the WAC page.
