office 365 Excel now unusable after update

Office 365 has disabled macros. I have enabled them in group policy as well as individual excel. We cannot open or run any macros, even though they are enabled and from a trusted location. We get the pink message about macros disabled, however no way to enable, no yellow banner to allow.

Properties of the file does not have the security option to enable VBA.

This is affecting nearly every excel spreadsheet we have (they all use macros of some sort). Microsoft glitchy upgrades have crippled our productivity today.  How can we get that banner to allow us to enable? Done a ton of searches, tried all solutions found, but none work.
