Named user vs logged in user

Sorry, this is not a tech question, but I can't find the answer anywhere.. If my user has been given a cloud PC (named user) and does not log in at all, do they get billed? If not, what is the period that Microsoft uses to check log ins please? many thanks for your time

yes, you are billed even if you don't launch your Cloud PC. The charges are against the ownership of the license whether assigned or not. Just like a laptop if you purchase, if it sits on the shelf verses having someone use it, you are charged for the laptop.
