How to give admin access to administator via PIM on Windows 365 devices

I am trying to find a way to give PIM access, so administrators can install and uninstall/install apps on Windows 365 VM. I cannot find a way to do this and an administrator will FULL admin access can only uninstall/install apps. 

Is there a way I can give an administrator PIM access to uninstall/install apps?

I believe the answer here should be you may need to apply the Application Manager Intune RBAC role to these admins OR create a custom role including app manager-related permissions. This should achieve what you need without needing to assign Global Admin! I hope this helps.
