Windows screen flickering after logging in and taskbar also not showing start button

Before logging in everything is working fine but after logging in the screen is continuously flickering and no other functions like the control panel is working and taskbar icons are also missing. The Windows button is not working. However, when I click Ctrl + Alt + Dlt and open taskbar it is working. recently I also got this error
