open a command prompt or terminal (admin) and run this command --> DISM /online /Cleanup-image /restorehealth <-- allow this command to complete, then run this command --> sfc /scannow <-- and allow it to complete as well. once they have both been ran, reboot your computer and try renaming a file again.
