Widgets dies and won't open

[I've seen other posts related to this issue but they were all referencing an older preview version.  This is the production version 21H2 22000.318) just installed on a fresh system, clean install.]

Basically, an attempt to open widgets, results in no widgets displaying and then I'm able to even display the window.  Specifically, here's the steps:

1. Click on "widgets" on task bar. The widgets window opens and attempts to get info, displays 2nd window and attempts to get info, then disappears.
2. Click on "widgets" on the task bar again and nothing happens, no windows appear at all.
3. Now, press Win+W and I get a repeat of step #1 -- exactly the same behavior.
4. If I press Win+W again, and I get nothing. No windows at all.

If I reboot Windows, it will again be able to display the windows but I get the exact same issue in the exact same sequence as above; i.e., no widgets display and then I can't even open the widgets window.
